Foreigners wishing to purchase property in Costa Rica can do so by forming a limited liability company to conduct the purchase. The company must comprise of at least four people, with at least two shareholders initially (this can be changed to one once the company is set up). Once this is finalised, property can be bought as any Cost Rican citizen can, with the same rights afforded. Foreigners are restricted to owning 49 percent shares in concession (beachfront) properties, however.
